It's been about 3 weeks since a major typhoon came through and wrecked the Desian Islands. Recovery for the upper levels of the city have been relatively swift. Power and utilities are almost completely restored, train lines are running on time, and everyone is basically back to life as usual. For the lower levels of city, where the vast majority of the poor live in tunnels that largely flooded during the storm, that is a vastly different story. It is unknown how many people died, but it is believed to be in the tens of millions.
The government has been discussing what to do about the tunnels as draining the water and burying the dead is a task that is simply too large to fathom. The value of those who lived down there is deemed not high enough to warrant search and rescue efforts and so the current plan appears to be to simply seal the flooded tunnels off and treat them as a mass grave. Some even say that their deaths were a culling of the dead weight pulling down Mingmei and that without them the city will be allowed to flourish and enter a new age of prosperity.
Human Rights groups find the entire situation appalling and have been working to find and rescue what survivors they can find in the tunnels before they are sealed off. It is unclear what plans the government has should there be rescue workers still down there when they do seal them off, but officials have stated that anyone who enters the tunnels does so at their own risk. All in all, life is kind of a nightmare at the moment, but one that many are able to blissfully ignore.
It is at this point that Sam, Sun, Torpor, and their new colleagues Emiko and Kitaro, begin their planning to take on the job that Wujen acquired for them. From what they currently know, the building has recently been "acquired" by the Sumiyoshi yakuza clan. It is a research facility with various different focuses but you have been informed that one floor does weapons research and that valuable prototypes can be acquired there. Another floor contains a vault holding a stash of rare reagents. You have been told that you may keep whatever you take and whatever you don't keep they will pay handsomely for, however the theft is meant to be a ruse for the primary goal, which is to disrupt the recently optimized qi flow to the building in such a way that the qi will stagnate and bring misfortune to those working in it. None of you are particularly experts in feng shui and to be honest you are unsure how real a thing this whole fortune thing is, but a job's a job.
You've done some preliminary examinations of the building. On the outside, it seems to be a typical office building. It is 5 stories high with a security card required even to enter the lobby and it is currently unknown whether there are basement levels or not. The building is located in the Nakajuku district which is a fairly nice area. Should alarms be sounded, a response is expected within a couple of minutes. Whether that response will come from police, yakuza or both remains to be seen however.
You have also been given the name and address of the feng shui expert who optimized the building's qi flow to begin with. Nothing in particular has been asked of you to do with this man. The information has simply been provided in case you decide that you need it, but can be ignored if you don't. He is a licensed mage named Takeda Onmyō and a headshot has also been provided. It appears to have been taken without the subject's knowledge.
